You both could be right! Static electrical charge cannot be grounded due to our rubber sole shoes if we are exposed to high electromagnetic field.
I would believe that this would be classified as some kind of free radical.

The other cause is that our meridians that carries electricity sometimes due to extreme emotional and mental stress and other factors cause the meridian to fray and thus releasing electrical charge.

I notice I get a lot of static shocks when come in close contact with exposed metals of my car door, supermarket trolleys, glass door handles… And people. '

Is there a way to heal this?

Yes thru the clt system. Damaged electrical lines in the body is one possibility. Learn how you may have inflict damage without knowing thru the school.
