Why does a person get a electrical jolt when he touches a car door or touches another person?

Static electricity in the body not being grounded, perhaps?

You both could be right! Static electrical charge cannot be grounded due to our rubber sole shoes if we are exposed to high electromagnetic field.
I would believe that this would be classified as some kind of free radical.

The other cause is that our meridians that carries electricity sometimes due to extreme emotional and mental stress and other factors cause the meridian to fray and thus releasing electrical charge.
