First, we must find out if this person is drinking structured water or merely chlorinated tap water i.e. unstructured water. (We assume that everyone here knows the importance of structured water now.)The way of drinking it is important too!
Second, not absorbing water or assimilating nutrients has something to do with one's character too. If one is too principalistic on certain issues, overly judgemental or not receptive on the mental level, it will manifest on the physical body too.
I used to drink more than 3 litres of water a day and yet was dehydrated. (My urine was clear every time I peed!) After I learned about all the above and corrected my style, it is longer an issue for me.
Of course, there could be other factors too.
